This report examines design methodologies and construction techniques developed for the protection of military facilities, and specifically whether or not such practices could be beneficially applied to civilian architecture. Three main tasks are addressed: (1) review the existing knowledge on blast-effects mitigation technology, (2) assess the applicability of this technology to civilian buildings and identify gaps in knowledge and needs for research and development, and (3) provide recommendations recommend courses of action to implement technology transfer.
