As long as the region is making good- faith efforts, as each step of the process is completed the region can make cost-effective decisions based on evaluation of the outcomes of prior actions. The committee believes that the involvement of key stakeholder groups should be a significant feature of each of the activities undertaken by the groups identified in this chapter. In addition, information that exists today, as well as that developed under all elements of CWARP, should be made readily available to the public. Among this information are sources of water quality problems, their significance, appropriate solutions, costs, and social impacts.
