The data were summarized by EPA for the committee in terms of the New Source Review (NSR) permitted emissions (in tons) by the two-digit Standard Industrial Classification (SIC) code and by the number of permits. Permits were categorized as “greenfield,” new at existing sources, and modifications. The main focus here is on modifications. These data do not include information on facilities that made modifications but did not obtain permits via the NSR programs. Although the information presented in the table is sorted by pollutant, it is possible for a modification to involve more than one pollutant.
