Among other things, directs DOE to carry out research and development relating to alternative energy sources, including biofuels and geothermal. Directs DOE to carry out carbon capture and sequestration research and development and demonstration programs, authorizing $1.4B in appropriations for these actions. S 280—Climate Stewardship and Innovation Act of 2007 Would establish program for market-driven reduction of greenhouse gases via emissions trading program, would require EPA to establish greenhouse gas database. Also would authorize $60M in appropriations for NOAA abrupt climate change research. (HR 4266 was the House version.)
