munication and promoting cooperation among NPGS sites. However, it has no administrative authority. The PGOC is an ARS group that translates administrative decisions into action.

The PGOC discusses policy only as it relates to germplasm operations. Its members are involved in site management. The committee plans NPGS activities and its participants have a sense of cohesiveness. This is the only NPGS activity where the program leader exerts a strong degree of leadership and can directly affect NPGS activities.
