Biographical Sketches of the Members of the Committee on Practical Lessons From the Loma Prieta Earthquake

Lloyd C. Cluff, Chair, is Manager of the Geosciences Department at the Pacific Gas and Electric Company. He is a member of the National Academy of Engineering. Mr. Cluff's areas of expertise are in seismic and geologic hazards, seismic geology, seismicity and paleoseismicity, engineering geology, environmental geology, and earthquake engineering. His research and experience include studies of the relationship of tectonics, seismic geology, and seismicity in many tectonic environments throughout the world. Mr. Cluff has completed fault activity and earthquake studies of many fault systems including those in New Zealand, Australia, Chile, Peru, Argentina, Ecuador, Bolivia, Colombia, Venezuela, Costa Rica, Nicaragua, Honduras, El Salvador, Guatemala, Mexico, Japan, Taiwan, India, Nepal, Pakistan, Iran, Afghanistan, Turkey, Egypt, Algeria, Russia, Israel, Jordan, Italy, Romania, Switzerland, Spain, and Portugal. He has served as an advisor to the governments of many of these countries regarding earthquake and geologic hazards and the formulation of seismic safety guidelines and public policy, especially in the siting and design of critical facilities. Mr. Cluff received his B.S. from the University of Utah.

Clarence R. Allen is Professor Emeritus of Geology and Geophysics at the California Institute of Technology. He is a member of the National Academy of Sciences and the National Academy of Engineering as well as a member of the American Association for the Advancement of Science and the American Association of Petroleum Geologists, a Fellow in the American Geophysical Union, and a Fellow of the Geological Society of America. Dr. Allen is past president of the Seismological Society of America and past president of the Geological

Society of America. His primary research interests include seismotectonics, tectonics of regional fault systems, earthquake prediction, and nuclear waste management. In 1989, Dr. Allen was appointed by the President to the Nuclear Waste Technical Review Board. He received his B.A. from Reed College and his M.S. and Ph.D. degrees from the California Institute of Technology.

Thomas R. Beckham has been employed by the South Carolina Emergency Preparedness Division since 1971. Since that time, he has held positions that include: Assistant Community Shelter Planning Officer, State Property Officer, Assistant Director of the Nuclear Branch, Chief Fixed Nuclear Facility Planner, and Operations Branch Manager. On July 1, 1986, he was appointed Deputy Director of the Emergency Preparedness Division and is currently serving in that position. Mr. Beckham serves on the National Coordinating Council on Emergency Management, the South Carolina Emergency Preparedness Association, the South Carolina Hurricane Task Force, and the South Carolina Wildland Fire Protection Partnership. Mr. Beckham represents an East Coast user of information from the Loma Prieta earthquake symposium.

Ian G. Buckle is Professor of Civil Engineering and Deputy Director of the National Center for Earthquake Engineering Research at the State University of New York at Buffalo. Prior to this, he was Director of Research and Development at Computech Engineering Services, Berkeley, and Vice President Engineering, Dynamic Isolation Systems. Dr. Buckle received his B.E. and Ph.D. degrees from the University of Auckland, New Zealand.

Wilfred (Bill) D. Iwan is Professor of Civil Engineering and Applied Mechanics at the California Institute of Technology. He is currently a member of the Board on Natural Disasters and chair of the Committee on Hazards Mitigation Engineering, and has chaired the former Committee on Natural Disasters, as well as served on the NRC's Committee on Earthquake Engineering, the California Seismic Safety Commission, the International Association for Earthquake Engineering, and many others. Dr. Iwan received his B.A., M.A., and Ph.D. from the California Institute of Technology.

Shirley Mattingly is Director of Emergency Management and Chief Administrative Analyst for the city of Los Angeles. She also serves as chairperson for the Emergency Preparedness Commission for the county and city of Los Angeles, vice-chairperson for the Policy Advisory Board of the Southern California Earthquake Preparedness Project, and vice-president of the Executive Committee of the Business and Industry Council for Emergency Planning and Preparedness. Ms. Mattingly is a current member of the Board on Natural Disasters. She received her B.A. from Occidental College, Los Angeles, and her M.A. from the University of California, Los Angeles.

Robin K. McGuire is President of Risk Engineering, Inc. His areas of expertise include earthquake engineering, risk analysis, decision analysis, and geostatistics. His experience includes directing a major project for Electric Power Research Institute to develop and apply methods of evaluating earthquake hazards for nuclear power plants in the eastern United States, consultant to the national Committee on Property Insurance regarding earthquake matters and recommendations to the California Department of Insurance, lead consultant on probabilistic performance assessment of the Yucca Mountain site as a possible high-level waste repository, and lead consultant on numerous studies of seismic and environmental risk for utilities, insurance groups, and commercial clients. Dr. McGuire received his S.B. in civil engineering from the Massachusetts Institute of Technology; M.S. in structural engineering from the University of California, Berkeley; and his Ph.D. in structural engineering from the Massachusetts Institute of Technology.

Chris D. Poland is President of H.J. Degenkolb Associates. His career has included a broad range of structural engineering projects, seismic evaluation, strengthening of existing buildings, and failure analysis work. Mr. Poland received his B.S. from the University of Redlands and his M.S. from Stanford University.

Dennis E. Wenger is Director, Hazard Reduction and Recovery Center, College of Architecture; Professor of Urban and Regional Planning; and Adjunct Professor of Sociology, all at the Texas A&M University. He was Co-Director of the Disaster Research Center at the University of Delaware from 1985 through 1989. Dr. Wenger was a staff member of the President's Commission on the Accident at Three Mile Island in 1979. His areas of expertise are in collective behavior, sociology of disaster and collective stress, sociology of mass communication, urban sociology, community power and social conflict, and research methodology. Dr. Wenger received his B.S., M.A., and Ph.D. from the Ohio State University.

T. Leslie Youd is Professor of Civil Engineering at Brigham Young University. Prior to his professorship he was a research and civil engineer at the U.S. Geological Survey. In 1982 Dr. Youd received a Superior Service Award from the Department of the Interior. He received his B.E.S. from Brigham Young University and his Ph.D. from Iowa State University.
