PART III

Discussion Sessions on the Potential Impacts of Legislation and Assessments of Policy Options

The purpose of these discussion sessions was to evaluate the major legal and policy options and to understand the needs of the federal government, universities, and commercial publishers for database proprietary rights protection and exemption. The National Research Council study committee developed a separate list of issues to guide each of the four discussion sessions.
