LEADERSHIP THROUGH PARTNERSHIP IN PREVENTING NUCLEAR TERRORISM In 2015, both the United States and Russia have confidence that the nuclear weapons and materials in the other country are secure against theft from either terrorist attack or insider diversion. They routinely exchange best practices concerning nuclear weapons and nuclear material security and have found a mechanism to share information on security that builds confidence while not revealing specific information that would cause either state concern.
