Situation-specific strategy guidelines have been prepared, operational procedures are pre-specified and trained to, resources are allocated, and performance is tracked and reported.

However, for state DOTs and public safety agencies, the focus on change in their respective approaches is quite different, related to their roles and objectives. Public safety agencies have principal authority and long-standing conventions for generic incident response and emergency operations procedures.
