... The open sea undoubtedly has greater capacity to safely receive radioactive wastes than any of the marine environments previously considered. Since the waters of the outer continental shelf are suitable receivers of the low level liquid effluent from nuclear-powered ships, it is evident that no restriction need be placed on the discharge of low level liquid effluent from nuclear-powered ships into the open sea.
