... EXECUTIVE SUMMAR Y 3 veyed, positive responses from engineers asked whether they are well utilized range from about 45 percent to 70 percent. Formal measurement of the impact of computer-based engineering tools is sketchy, but, based on the panel survey of employers mentioned above, there has been an estimated 30 percent to 40 percent improvement in productivity with the new tools.
