LIMITATIONS OF THIS REVIEW Our ability to draw firm conclusions about the effectiveness of youth employment and training programs was constrained by two conditions that affected the implementation of YEDPA and particularly the conduct of research. First, YEDPA programs and research were mounted in considerable haste in a period in which many other employment and training and research efforts were ongoing, so that both program and research resources were stretched very thin.
