In this interim report, the NRC's Committee on Research and Peer Review in EPA presents its initial observations on the overall ORD program and the changes being made: Strategic Planning The lack of a clear, agreed-upon mission statement and coherent research-planning process has been one of the most frequently expressed concerns of previous independent groups evaluating EPA's research program. The present committee strongly concurs in those concerns.

... The present committee strongly concurs with the assessment and recommendations of the 1992 report concerning a science adviser and believes that such a role is vital to EPA. In essence, the senior science adviser should serve as the chief scientific and technical officer of the agency with overall responsibility for coordinating and overseeing EPA's scientific and technical activities.

To accomplish this, ORD will need a more structured approach to maintaining thorough awareness of research conducted by scientists not affiliated with or sponsored by EPA, as well as a cadre of in-house scientists responsible for this function. To further such awareness, the committee also recommends that ORD consider increasing sabbatical assignments for EPA scientists to work at other research organizations and visiting appointments for outside scientists to work at EPA.

Peer Review The committee endorses ORD's plans to expand and strengthen peer-review practices for research program plans, research proposals, interim stages of long-term research, and completed research products. The committee makes this endorsement because it believes that wider and more effective use of peer review, as well as greater emphasis on publication of EPA research results in the open and readily accessible, peer-reviewect scientific literature will increase the quality of EPA science and the credibility of EPA decisions.
