Billington studied postwar innovations in construction, structural design theory, and research on a Fulbright Fellowship, and worked as a structural designer for the Roberts and Schaefer Company, Consulting Engineers. In 1958 he was a member of a six-man delegation to the Soviet Union to observe concrete construction.

Prior to that, she worked at Arthur Cotton Moore Associates and at Doxiadis Associates. Between 1972 and 1977 she was lecturer with the design faculty at Rensselaer Polytechnic Institute, Virginia Tech, George Washington University, and Northern Virginia Community College.
